View was a U.S. based company small niche brand that made unique apparel items like this that eventually went out of business. The flag is graphic is sort of a combination of the UK/British Flat and the Hawaiian Flag. Yes, Hawaii''s flag was influenced by the UK.

These are very lightweight and the original material tag is missing. These are from the era when manufacturers used "paper" label tags and they tended to fall off quite easily.
